One Barolian vessel received a covert Romulan subspace transmission with coded intelligence (sequence 1400), which was later decoded by Data. K’Vada highlights their extensive trade with Romulans, suggesting potential espionage cover and drawing scrutiny from the Federation and Klingons amid fragile alliances and threats to Vulcan. No internal structure of the organization has been revealed, but their activities escalate tensions and suspicions in the region.
