Starfleet Officer Exchange Program

A Starfleet Command–administered officer exchange initiative that manages temporary cross‑service personnel placements in both directions: placing Federation officers aboard non‑Federation vessels (notably Klingon ships) to foster diplomatic liaison, interoperability and cultural understanding, and sponsoring non‑Federation exchange officers for short‑term assignments aboard Federation starships to build procedural and tactical interoperability. Implemented through Starfleet command channels, starbase notifications, and captains' oversight; documented instances include placements aboard Klingon vessels and the sponsorship of Ensign Mendon’s assignment to the USS Enterprise.
