Non Essential Personnel

A shipboard cohort composed of crew members and visitors who are not required for immediate tactical, engineering, or security operations. During emergencies they receive evacuation or relocation orders so combat-ready teams can operate without hostages or civilian interference. They carry no formal command authority on the bridge and function as a background population whose safety becomes a priority when command imposes lockdowns, clearances, or general quarters. Their presence creates moral and operational constraints that commanders must manage.
