An anonymous member of Rutia Four's civilian populace caught in a sudden plaza bombing. The Rutia Civilian embodies the noncombatant victims whose visible wounds and panic force Starfleet personnel—especially Dr. Beverly Crusher—into urgent medical and moral action. Though unnamed, these civilians function as narrative catalysts: their injuries escalate a routine humanitarian visit into a political crisis, expose security failures, and humanize the episode's stakes by showing the immediate cost of violence on ordinary lives.
