Tor and Chal's Group

Tor and Chal's group consists of primitive inhabitants who hide in the scrubland and view outsiders like the Doctor as threats. Tor and Chal debate attacking him with spears after mistaking his Reacting Vibrator for a weapon. They fear City soldiers Edal and Exorse, weighing flight against confrontation. As the planet's oppressed underclass, they clash with the advanced City civilization, surviving on the margins while soldiers track and dominate them. The Doctor's arrival exposes their vulnerability, forcing intervention that relocates his companions.
